[Hallicrafters] Capacitors and HT-37

I know that the HT-37 doesn't use oil filled
capacitors!  However, the WRL Globe Champion series
did use them!

In fact, very few commercial rigs manufactured after
the early 1950s used any oil filled capacitors.

I also agree with putting the "new" capacitors under
the chassis when possible.  Those made today are so
much smaller that often every filter capacitor in the
rig doesn't take up much more space than one of the
older one!
