Good advice Glen,
I don't own a cap checker as I really don't care if the cap is bad or
good. Especially lytics, if the pressure relief valve has opened or
white crystals are in evidence or if the cap is 'sweaty', I replace
them. It does not matter how old the cap is if the pressure relief valve
is open.
No matter what, even if they look good, I replace them if they are 10
years or older.

I have a capacitor checker but don't usually use it.
Frankly, whenever I run into a paper capacitor in a
"boat anchor" I replace it with an orange drop.
Fortunately, mica and ceramic capacitors don't go bad
that often.
As for buying one, the Ohmite Tele-Mike series are
often found at reasonable prices and do a pretty good
job. I have a Conar, but I bought it more as a
collector's piece than to use it. However, for a
"cheap-O", it does a fair job. I did own an Ohmite
for a while but the offer that I got for it was too
good to turn down.
