Even though I brought up this article about the caps, I'm in complete agreement that the paper caps should be changed out regardless. Catastropic failure has happened to me with just such capacitors more than once and if anything, I'd rather change out the cap and risk a mismatch (if any) than frying a valuable transformer or other like component.
