Hi Richard...

 Welcome to the reflector. I went to the BAMA site to check out
the schematic of the S-118. As I suspected, the radio has a .01
MFD capacitor from each side of the power line to chassis. These
capacitors filter out noise on the power line and prevent it from
getting into the radio. They also allow some of the line voltage
to appear on the chassis. They don't allow enough enough current
flow to be dangerous but enough to give an unpleasant tingle.
The best solution is to replace the old two wire power cord with
a modern three wire type. If the Canadian wire color code is the
same as ours, the black wire (hot) should go to the on/off switch,
the white wire (neutral) to the other side of the power transformer
and the green wire (ground) to the chassis. This will cure the
problem and make the radio a bit safer to boot.
