The notion goes back to when the original request was made for a 5MHz band. The idea was
that during times of emergency neither 80 or 40 would work. The 5MHz band is not for
emergencies only, but the emergency use was the factor that was used to try to obtain
a band in the 5MHz area. Sorry I left the notion that this was an emergency only band,
which is not the case.
