Nothing I have read about the new 5mhz frequencies indicate they are for
emergency purposes only!

Where is this notion coming from?

Good questions.  There are USAF,Navy and Army frequencies in the range
of the new 60 Meter band. All use USB on these frequencies.  By
restricting hams to USB the interference levels will be low to these
military frequencies.  The purpose for the 5MHz frequencies is emergency
communications when 80 meters and 40 meters have skip which causes comm
failures.  There are times when comm is lost on 80 because of skip.  The
same applies to 40 meters.  Having frequencies at 5 MHz just gives us
other options when trying to communicate during emergencies.  5Mhz has
proven itself in Alaska over the past few years.  Using LSB and/or CW on
these channels would only cause interference to the other users because
they are set up to use USB.  Just use the channels and thank the powers
to be for allowing us the opportunity for use of additional frequencies 
to operate on.
