The reason I have been told operation is limited to USB (i.e. no CW) is...
This is a shared-frequency with the military. The military no longer has
CW-capable operators. Therefore, for identification purposes, users of the
frequencies must use modes the military can copy.
(I think I also read this in some information from the Commission.)
