Perhaps I am nitpicking this bias voltage to death, now I will add "read twice" to check wiring twice and soldering once. At the bottom of the schematic in the very small notes  there is a caveat "values and tolerances are NOMINAL and VARIATIONS may be found".  The line voltage in the schematic says that it should be between 105-125 VAC, my line voltage reads 120VAC so I am well within limits.  The secondary voltages on the xfmr are not the exact same voltages you gave me but they are very near to those values; the variation may well be the result of meter accuracy (my meter is probably 3.5% accurate).
Now for a little hint of my own (hope it is helpful),  My other BA is a Heathkit HX-10 xmitter and is similar to the HT-37 but with more bells and whistles.   One day while tuning up this rig the meter did not register anything in any position of the meter switch.  The xmitter checked good, but the meter was not reading anything.  I did a little shooting and found the meter movement was ok and so was the metering circuit.  The problem was that there was no continuity from the binding post to the movement itself.  I did a little cleaning of the binding post but there was still a missing continuity.  I recleaned the binding post and this time continued all the way to where the actual connection to the movement was, this time continuity was made and the meter worked.  Since the meter movement itself has to be removed do this VERY carefully and never do it with a hangover.  I made a simple meter tester as described in the Mar. 2000 issue of QST and have discovered that it is a very useful tool to have around and use.
