There are quite a few CW operators in the "novice" bands. Included are 
many DX stations operating a slow speeds. If I were you I would most 
certainly get your CW endorsement. I have worked many 10 wpm and slower 
DX stations. Not being a CW "hot shot", I look for them. There are a 
number of them on 15 meters (21.100 - 21.200 Mcs - oops  MHz) in the 
afternoon; mainly South Americans.

BTW: There is an organization called FISTS that have slow speed (get 
comfortable with CW) rag chew nets. They have a web site.
