Basically, the term "audio generator" is used for a
piece of test equipment that will produce a signal
that can be heard if run into a speaker, amplifier,
etc.  The output is still the same as an r.f. signal
generator, just lower in frequency.

You can use an "audio generator" as a VFO for low
frequency operation as well as using an audio
amplifier for putting out r.f. within these ranges. 
You just use an antenna instead of a speaker.
