Hi Jeff,
I know that capacitor and resistor swaps are important but, I think you
should first determine if you have any high voltage at all. From the sound
of things, you may be missing your operating voltages (other than filaments)
and you will need to determine if your power transformer is good before you
get too deep into the radio.
After you've determined that you do have high voltage, put all your tubes on
a checker and see how they stand. Could be just a bad audio tube for
starters. Then, go into wholesale replacement of out of spec parts. That's
my 2 cents worth.
