If it is truly mint (new in box, never used) then maybe you should try
to send it back to the factory and see if they will fix it under
warranty :-) (just a little joke fellas)
Seriously, first place to look would be the alignment of the 10 meter
driver stage, it can be petty flaky and the crystal needs to be peaked
just right and it's a pretty tight adjustment, a little off either way
and it just quits oscillating with the result of no drive and no output.
Could be the crystal is just plain bad as well. Dare I say it... I am
replacing the 10 meter HI band crystal in my Collins KWS-1 for exactly
that reason, crystal has gone bad and I can only get .1 volts of drive
instead of the normal 1 to 1.5 volts drive. Have a new crystal on order
from JAN. If you need a crystal, JAN can fix you up, $13 plus shipping
although I think they have a $20 minimum order.
The alignment instructions are in the manual as I recall, give that a
try first and check for the level of drive from the crystal.
