I am not Pete, but I definitely suggest the following:
Frequency counter (very cheap these days up to over 1
GHz).
Dummy load (for working on transmitters).
Digital Voltmeter as well as analog (you really need
both, one type is good for some things and the other
is good for other things). Neither will do it all!
Good, accurate wattmeter (Bird or equivalent) if
working on transmitters.
Good audio frequency generator (HP 200 series are old,
cheap, but very good). The HP 200CD also works on
i.f. up to 455 KHz, as well as the HP 204.
If you are going to work on any FM equipment, you will
need a deviation meter.
Make sure that you have the matching 6 dB pad for your
signal generator.
Of course hand tools, soldering irons and gun,
desoldering equipment, etc.
12 volt minimum 35 amp supply (actually puts out 13.8
volts) if working on any mobile equipment or newer
equipment that operates from 12 VDC.
Spare receiver if you have one to listen to the
transmitters while operating on a dummy load.
Outlet strip with built-in 15 amp breaker. If you
happen to run into trouble, overload, etc., it is
easier to reset the outlet strip than have to go to
the main breaker box! Again, cheap, often under $10
at home improvement centers.
As you start getting involved, then you will discover
other things that you will need.
If you are doing any building (home brewing), then you
need to get a grid-dip oscillator (GDO) as soon as
possible. Trying to get a coil within range is a lot
easier with a GDO.
As for books, there is some good information in the
older (1940s and 1950s) ARRL Handbooks as well as some
TAB books, etc.
