Which input are you using, the low or high power?
If your Icom has less than about 15 watts PEP output,
you should use the low power. From 15 to 25 watts you
will need to see which one works better. Much over 25
watts and you should use the high power input.
I get well over 80 watts output from my HA-2 into a
Bird. Is the driver tube OK? How much plate current
are you pulling in CW? You need to check the power in
the CW position from you exciter for SSB will read
substantially lower since the wattmeter cannot follow
peak power.
I get the same power from my HA-2 no matter which of
the four exciters that I normally use with it (Collins
32S-1, Collins 32S-3, Heath SB-401, and Uniden
HR-2510). The HA-2 has been a part of my station for
about 30 years and keeps going strong!
