A very close inspection of a corner area with a magnifying glass by my tired
old eyes makes me think there is a tiny bit of copper showing on the edge.
If so, the panel is undoubtedly nickel plated. Chrome in that day and age
(wartime) would have probably been impossibly expensive, nickel quite
common. Also the nickel would shine up more like silver. My wife has made
some jewelry out of "nickel silver" aka "German silver".
Shines up beautifully. like the front panel of a certain radio.
My guess is that the plating has been there all the time, was discovered by
a lucky person or two, who decided to have "something you ain't got" in
their collection.
However that's just my theory, and theories are like you know what,
everybody's got one, they all stink.
Anyway for the true believers, I will trade the only known silver faced FCC
model SX-28 for an equal weight in bright uncirculated Carson City mint
silver dollars.  Or maybe I should haul it to the land fill and save our
grandchildren the agony of wondering about this, and cheat the hucksters out
of a chance to perpetuate another fraud.
Incidentally, I have noticed posts in the past of people complaining about
the condition of the paint on their 28 panel. Bet there is plating under
that paint that the paint does not like to adhere to.
