If you parse the sentence after removing the prepositional
phrase "for the United Technologies Corporation Grant-sponsored 
Level II ARRL Amateur Radio Emergency Communications on-line 
course (EC-002)", the sentence should still read correctly, and it
does:  "Registration that begins August 26 remains open through 
midnight Sunday, August 17".  A little further into the message,
the starting date is mentioned: "Class begins Tuesday, September 2."
