Yes, that's an early Model 14. The Holzer-Cabot motor indicates one of
the earlier machines. Later machines used a General Electric motor.

It should be possible to fully restore it. I've restored three of
those. Expect to replace all the wiring (there's not much) and
possibly the motor (Model 14/15/19 machines all use interchangeable
motors, but not the same helical gears, which are removable.)
