[GreenKeys] W1AW RTTY Bulletin

I just checked the 20 meter RTTY bulletin. It looks like they are using the
"fldigi standard".
They transmit on 14.095 USB with the RTTY carrier at 1.5 KHz above that
(14.096500) with the mark frequency 14.096585. They used to use 14.095 as
the RTTY carrier freq - mark at 14.09585. They still don't do CRCRLF. I
guess they are setting new standards.
