I think it was Pacific Telephone where you could actually send
telegrams. But there was telegraph business outside of sending
telegrams. Bell companies could have provided telegraph
transmission sevice over their wires as a private line offering.
Especially with open wire pole lines, a "composite set" is a set of
low-pass and high-pass filters that allow sending telegraph signals
and voice over a wire pair. And then there are other services that
can be considered telegraph - consider burglar alarm wires between
the customer premises and the alarm company that monitors the situation.
One such company is American District Telegraph.
