Jeff,

I don't know about #2, but for #1, Navy ships during WWII definitely 
used M15 for RTTY/RATT communications. (I'm not familiar with "Iowa 
Class" size or dates).

Before WWII, the US military used little or no TTY equipment (too 
expensive!).  But with WWII, they quickly realized the advantages of 
RTTY/RATT. Enclosed is a map of the Navy TTY network of 1948.

The Navy did some experiments with RTTY in the 1920s, but I don't think 
they did much with them until WWII. So any ships with RTTY equipment on 
them before 1950, would have used M15s (and later, M19s). In 1950, M28 
production started and the first year (or two) production went to the Navy.
