[GreenKeys] Paper center hubs?

I recently picked up some paper for my M28 and noticed that it had a plastic center instead of the cardboard that my other rolls have. I don't know who manufactured this roll but was plastic a common thing (see attached)? Maybe after a certain year they replaced the cardboard ones?
