I worked on the Linux driver for the Prolific PL2303 chip to work on
arbitrary baud rates.

This Sabrant USB to serial dongle is cheap and available on Amazon. It uses
the PL2303 and does work at 45 baud.... https://a.co/d/b28TLPC
The Linux driver doesn't accept fractional baud rates, so you can't specify
45.45 baud as built, but you could modify and recompile the driver if that
worries you (hint: it's close enough and the dividers won't get you exactly
there anyway).
Incidentally, the Linux driver looks to see if you are using 5 bits and
sets the number of stop bits to 1.5 if you ask for 2 stop bits.
