Way back years ago, we bought 1/4 inch audio recording tape from Ampex on cores for recording the services at my church. Screwed on the sides of the reels with several small screws. 96 minutes on a 10 inch or so spool of tape. We had both plastic and metal reels for take up.

In fact, both motion picture and recording tape reels were
made with removable sides. The standard 10-1/2 inch tape reels
consist of side pieces fastened to a core with screws. The tape
could be bought on cores. When you used it you put sides on
(wrong word but I can't get the right one). The cost of the tape
was slightly lower on cores. Some recording machines wound
uniform enough to work with cores only. In fact, the tape used
for cassette duplicating came on cores.
Film also came on cores and some reels were made to fit on
the cores. Typically 35mm raw stock came on cores and, in editing
could be left on a core rather than transferring to a reel.
Flanges. There that's the word that was escaping me. For film
generally raw stock could be gotten on camera spools with flanges
up to about 100 feet in length. More than that came on a core.
I am not sure of the standard widths of the paper tape used
for telegraph and teletype but wonder if it fits on 16mm film reels.
I can understand not using reels for torn tape operation
since the length of the tape seems to have been typically a few
feet.
