The polarity issue is for the dialer signaling.
If a model 15/19 has a dialer with power control it would cause the same
issues.

The way you call a telex you initiate the dialing sequence with the call
button and dial when the dial light comes on or the system pulses(very
audible click). after dialing the switchboard sorts out where the signal is
going and on the remote/called machine it reverses the line current to turn
that machine on(Sort like a ring). Once the switchboard sees the reversal
has good current it reverses the current on your local machine and also
turns it on.

If there is an error like the remote does not answer with good current or
your machine does not respond with good current. The switchboard will do a
quick reversal of your local machine briefly turning it on and off to
signal that there was a connection error (sort of like a busy signal).
The reason for the current not being good is pressing the break key or the
disconnect (they both do the same thing interrupt the current for more than
a second or two).

Without the switchboard you can put a DPDT toggle in line and swap the
current to accomplish the same things the switchboard does.

That is about the most simplistic explanation I can give you.
If you want deeper info you can look at the i-Telex project using google
translate (its mostly german) there is a good description of how it all
works.
The US version of the signaling is approx the same the current levels here
will be slightly higher.
