the idea is that the service is 120V and everything using it it supposed
to be ready to expect 115V, to account for voltage loss in transmission.
(those standards are of course, OLD.)
newer installs often measure 127V w/o a load.
the UPSs here typically claim between 116 and 120. and (the cheap ones)
switch to battery when it falls below 96V.
the above is all hot-neutral (and hot-ground). hot-hot is always twice
the h-n voltage.
