Relying on a ground rod seems dangerous. If it is also grounding the
neutral into the house and the ground connection fails (or the ground just
gets really dry), the primary voltage (several kV) would be sent into the
house.
I grew up in California. There, PG&E would wire the pole transformer
primary phase to phase. When we moved to Denver, I found that they were
wired phase to neutral. In CA, there was no "primary neutral" running
between poles. In Denver, I was told that there is a neutral running back
to the substation. I don't see the advantage of having that extra wire.
