This is a bit of a kluge, but I've used it in the past, and it served
the purpose.
You can use a PC: to shift the speed of the serial ports, and write a
small routine to transfer characters from one serial port to another.
You'll need to learn how to change the speed of the serial port chips:
the machine I used had Intel 8250 UART's, and I had to reload the speed
setting before anything else, and reset the word length. If your OS
doesn't allow you to change the word length of the serial ports, you can
just copy the serial data from one port to another, and fill the extra
bits with 1's, so that, to your Model 28, it looks like Baudot with a
very slow typist at the keyboard.
FWIW. YMMV.
