Voip is exactly that, combined with another channel that handles the call, like pickup, hangup, dialing, etc.

They can use compression and usually work over a half dozen different codecs. Theres also error correction involved.

Heres the difference between a fax and a protocol sending text; the fax is a raw bitstream, any noise or problem along the way get translated into noise or blobs on the fax that can disrupt major portions of it. When sending baudot/ascii text, a bit of noise gets translated into a few characters being wrong at worst.

To answer the question, modems over internet have been done and generally work ok-ish up to 9600 baud sometimes. All depends on how good the latency is.
