Why not measure the current flowing thru the 
fuse (across the empty fuse holder) and see if it 
is 'reasonable' or very high ...  very high, of course, 
means go find the short circuit ... but if it's more 
than 3/4 A and less than 1A then the suggestion to 
use a slightly larger fuse is legitimate.
