Nick,
The fact that it has a take-up reel implies is is a monitor unit for a
tape relay system.
I don't see it shown in the AN/FGC-30 Automatic Switching System (1970
KLI Catalog), but the FGC-30 did use parallel signalling. Perhaps this
unit was a later replacement for one of the Monitor units in the FGC-30.
