This device takes 60Hz input and you set the output to any frequency you like.

This is the calculation I used to come up with 1800 RPM
22ms * 7.5 bits = 165ms
60000ms(in 1 minute)/165ms = 363.6363 RPM
363 RPM X 5(1:5gear ratio) =1818 RPM
