Blank tape (that is, tape with only the feed holes
punched) is what you would get from the 'blank key'
and it could be wanted for a couple of reasons ...
to give a leader to start feeding it into a TD
(blank tape is easier to handle than LTRS tape)
or the operator might want to write a label
of other code on the start of the tape, for
routing or filing purposes.
LTRS is what is used to delete erroneous punches,
since all five holes are punched and nothing prints.
