If it's not working, probably something in that area is sticking.

That gearshift mechanism can get stuck, especially the Shaft
74380 (With Detent And Gears.) That shaft slides from right to left or 
left to right as the 74344 Reverse Arm Right or 74345 Reverse Arm Left 
is pushed by the eyelet near the end of the ribbon. Check for any
sticking in the sliding movement of that shaft. It's a close fit
through oiled sleeves and vulnerable to sludge left behind by
evaporated oil if the wrong lubricant was used. (Which is why
I recommend synthetic motor oil, 0-20W, which doesn't have any
heavy components.)

You should be able to trigger a ribbon reverse by pushing lightly on
the reverse arms while the typing unit is spacing.

There are adjustments to that area on page 5 of the adjustments manual, 
but look for sticking problems first.
