I have never ever seen those in real life.  Evidently, they inserted into a small diameter hole in a paper-tape spool, an they would only be of use if your source of paper tape came on spools with a small-diameter hole.

That is the only kind I have ever seen.  It is a piece of red plastic pipe, but the color is irrelevant to the purpose.
