Steve and I are falling under the category #4 !
Just kidding  :-)   :-)   :-)

I took the printing unit and the keyboard home for excessive cleaning with "Simple Green".
Steve is scratching his head about the voltage problem and doing more testing probably right now while I'm posting this note.

Hopefully someone here could come up with a perfect awnser/solution.

Not a 15 guy anymore but there are 4 big issues with all TTY's that can drive you nuts.

1.  Mouse damage.

2.  Congealed grease or oil.

3.  Undocumented mods or wiring changes.

4.  Efforts to fix the machine by someone who has no idea what they are doing.

Not sure which is the worse one, probably #4.

Keep on and you will find the trouble.
