[GreenKeys] OT: Western Electric Power supply

It's for checking paper insulated telephone cable.  If the cable is wet 
and has a high resistance fault, the 1000V will break down the 
insulation and produce a dead short which makes it easier to find the 
exact location of the fault.  The bell indicates that the breakdown took 
place.

I have one here but really haven't had much occasion to use it. Nor 
would I want to.  ;-)
