[GreenKeys] Model 33 - motor not starting

I have a model 33 I am working on that had the motor controlled by a modem
that is no longer in the system.

The purple and white wires coming out of connector 4 from the UCC-6 power
the motor, right?

I am seeing the two wires are connected, and both at 120V when I try and
turn on the motor in local mode.

Should one of those wires be connecting to neutral somehow? I also see the
wires are connected to a pin on connector 2, which ran to the modem.
