Duncan may have a 28C which is 200wpm receive and gearshift 60/75/100wpm
transmit.
Now where to find Bell code to Teletype code translation? Locked up in the
factory?

Et voila! - here's Duncan's elusive LRPE2
28C REPERFORATOR TRANSMITTER UNIT (Teletype VCL215-LRXB3+LRPE2+LAXD1+LMU11)
This unit is the same as the 28A Reperforator Transmitters Unit except for
the replacement of the typing reperforator with a non-typing reperforator
and its design for receiving at 200 words per minute and sending over the
transmitter distributor at a speed of 60, 75 or 100 words per minute . The
transmitter distributor has an additional distributor auxiliary contact.
For anyone interested, these were developed for use in the 82B1 automatic
routing system
