I don't think it is normal .... you should 
carefully push the bar up to the point 
where it sticks, wiggle it around a bit 
and see if you can determine what is making 
it stick ... 

If it sticks while you are running the printer 
and printing, you will end up with a bunch of 
typebars all jammed together at the 'top' ... 
not a good situation, and might possible cause 
one or more to bend a bit out of line.
