[GreenKeys] Model 19 Peforator Problem

Interesting problem.  I don't have a good suggestion.  The pattern is 
interesting since the star wheel has 12 notches, not eight.  There are 
two versions in this area according to the parts book. ("Units having 
the feed pawl attached to the armature lever" and "units NOT having the 
feed pawl attached to the armature lever"

I had a problem with a TD not pulling tape consistently.  I didn't mess 
with it long enough to see if there was a repeating pattern, but I did 
notice that the feed pawl wasn't always returning far enough to drop 
into the next notch. Lubrication seemed to solve the problem.  The TD 
has sat for over a month, so it will be interesting to see if the 
problem returns when I fire it up again.  (I dearly hope not)
