[GreenKeys] Need Help With 28 ASR Motor

The motor on my 28 ASR went wonky a couple days ago.

Sometimes it starts right up and runs the ASR Other times it wobbles back and forth a few degrees and will not spin. Then it will oveheat and blow the thermal breaker.

Accoding to my schematic, the starting capacitor should be 170 mfd. Betweeen two meters it measures 135 to 140 mfd. is this far enough off to cause my symptoms?

Or should I look at the starting relay? (Which seems really hard to get to!)
