Yes, they ARE soldered onto the key lever ...  
and melting the solder and adjusting the 'pallet' 
is a really tricky project if you don't have a jig 
to get the alignment exactly right. 

First approach might be to ask around to see if 
anyone has that key lever and pallet from a junked 
M-15 ...
