And it may be noteworthy that police Teletype goes way back.  I can't find
it right now, but there was an article about a network in, as I recall,
Pennsylvania back around 1930.  I've been told that the Model 12 machines
that were available to hams back in the 1950s were retired from the
NYC Police Dept.  And Teletype made an automatic switching system
called TASP (Teletype Automatic Switching Package) that was aimed at
police departments, circa 1960.
