[GreenKeys] USN Weather reports

Thanks to Don, the immediate need for reports is under control, but there's
still an opportunity for someone in the Bay Area to get involved with
getting some TTY gear aboard the Hornet operational. They've got the gear
if you've got the oil.....
I have learned a little about weather reports -
1) METAR format is for airports.
2) FM-12 SYNOP format is for land-based reports
3) FM-13 SHIP format is for US Navy and Coast Guard ship reports
