Well it wasn't made by Teletype and it doesn't pre-date the Model 15.
Western Union designed some teleprinters on their own and had them made
by contract manufacturers. Their aim was to get cost below what Model 15s
were costing them. This is all documented in Western Union History of
Technical Progress 1935-1945 which is available online

These were made with typewriter parts, something Teletype abandoned after
Model 12. And as noted it has the problematic moving paper platen which
Teletype also abandoned with the Model 15 (but brought back with Model
26 before abandoning it again.)
