That makes sense, because the European paper standard is 8.3x11.7 inches,
so you'd have a little less width per line (0.2 inches, which is just
two characters if they are 10 to the inch)  And if you had sprocket feed
like the U.S. printers with approximately an inch lost to the sprocket
tapes, then you only have 7.3 inches of printable paper width, which
would be 73 characters.
