[GreenKeys] Tell me about TTY Line Length

Funny timing. I am in a separate email conversation with others about a different topic (ITTY related) and one rationale for 68 characters was just shared, as originally written by George Hutchison to Tom Tillson:

... ITTY format is somewhat strict in that the lines must be no more than 69 characters long (helps TTY enthusiasts who live in foreign countries with shorter TTY line length standards) and should be submitted in a plain-text format as opposed to html or Microsoft's .Doc or .Rtf formats.
