Recently an eBay dealer had a couple of rebuilt 28ASRs still on their
shipping pallets for sale. Asking price for one with a damaged cabinet
was $400, the other, in better condition, was $800. The $400 one sold
fairly quickly, the $800 one took a couple more weeks but did sell for
that price.
The one you linked to is also on eBay asking for an initial bid of
$3500. It has been there for quite some time with no interest.
So a few hundred dollars seems like a reasonable market price. A few
thousand is a bit much. But that is only one opinion. Maybe 20 years
ago you could get them for just the effort to haul them away, but those
days are mostly over.
Before you make an offer, be sure you know what you are getting in to.
A 28ASR is really heavy, over 200 lbs (340 for the ones on a pallet),
and does not come apart as easily as some of the older machines (e.g. 19).
