My problems like this have usually been over on the right side where that
collection of levers connects the selector levers up and around the corner
to activate the code bars. Any gunk or alignment problem there will give
dropping bit syndrome like yours.
Assuming you are sending N okay, keep repeating and watching those levers
to see if bit 3 always marks.
