That cover has lots of hooks and latches on it that don't have any mates on the table under the TTY nor on the sides of the TTY.  This makes it pretty clear that it's a cover that mates with some kind of base.  I'm wondering if there was a shipping or storage base with which the cover mated.  It's not even clear that the cover was designed for the TTY it's sitting on, since the swoop front and side geometry don't really match the machine.  This makes me suspect that the cover is from something else and just happens to fit well enough that it was used as a dust cover for this TTY later in its life.
